Indent media queries in CSS files for the DevTools.

Note, indented media queries had already existed in some places, so this CL also helps keep things more consistent.

I can't say I like it much. I'd really like to see all selectors starting at 0.
media queries are more like namespaces to me syntax-wise. What if we do

@media (-webkit-min-device-pixel-ratio: 1.5) {
...
} /* media */

instead?

No indentation for selectors within media queries is not something I've really
seen before but I see your point about the first column being for selectors. Yes
adding a /* media */ comment next to the closing brace would help the issue
trying to be solved though, can I go ahead and submit a new patch with that
change?

This line is wrong, which results in ALL the trailing stylesheet text being
treated as a comment - this dramatically broke the Styles pane, for instance.
Please be more careful.
