Blimp: add some hard-coded actions on client startup.
Doing a little bit of work on app startup reduces the need for manual
intervention from the developer.

I would do this in Java so that the UI properly represents what URL we load by
default.

Done, though I kept the CreateTab() call. I think we could probably wait on
plumbing tab management through to the Java layer until the time comes to
support multiple tabs/WebContentseseses.
