Description

Enable the Synced Notification Flag on architectures other than Windows. It still defaults to "off". This will enable the user to see synced notifications on Mac and Linux and Chrome OS. BUG=242652 Committed: https://src.chromium.org/viewvc/chrome?view=rev&revision=201985
