Remove the idle logout dialog extra border.

Remove the idle logout dialog extra border.

IdleLogoutDialogView uses Widget::CreateWindowWithParent. 
Use DialogDelegate::CreateDialogWidget instead. 
Does not change the old-style appearance or behavior.

I triggered the dialog with debug code in Patch Set 1.
