Correct scroll offset range for WebFrame in AutomationRendererHelper

This patch needs to be landed at the same time as
https://chromiumcodereview.appspot.com/14703004/
Since WebFrame now uses the non-shifted(ranges [minPos, maxPos]) scroll offset.
