Revert r196089 "Add default values for Latin script font prefs."

Revert r196089 "Add default values for Latin script font prefs."

Reverting because it caused bug 237258. Many sites set lang="en"
which cause the Latin font prefs to be used, and it's surprising
to users that chrome://settings/fonts is not respected. We need
a more obvious way to customize per-script fonts first.

Hi Jungshik,

I think we have to land this revert for now. I imagine lots of users will run
into http://crbug.com/237258 otherwise. We should first get the extension linked
to from settings.

Maybe we can just put Latin defaults on Chrome OS in the meantime, which is
where most of the complaints came from.

Thanks. I have to merge the change to the M28 branch, so it feels safest to 
revert, merge the revert, then add the Chrome OS part in a separate change (for
M29).
