Copy new-run-webkit-httpd to run-blink-httpd, delete run-webkit-httpd.

In a second step, I'll update the chromium side to call run-blink-httpd instead
of new-run-webkit-httpd. Then I'll delete new-run-webkit-httpd.

Do the same for run-webkit-websocketserver, but since nothing on the
chromium side calls new-run-webkit-websocketserver delete the old file.

I think it's a good idea doing it now, as doing it later would require the same

I think we haven't quite figured out what our script style is going to be in
Blink.

The python scripts abarth and I added this week were written in WebKit/PEP8-ish
style with chromium-naming:
make_css_property_names.py

It's not clear to me what style we'll settle on for our scripts (and I don't
really want to bikeshed about it here).

If you wanted to name this run_testing_httpd.py or run_blink_httpd.py that's
also fine with me.  Completely up to you.
