Android: Disable 'sincos' optimization to avoid 'osmesa' link errors.

All right, this fails because the current NDK binaries (from r8b release) do not
support the -fno-builtin-sin option, the binaries from the more recent r8e do.

In other words, this patch needs to be applied _just_ after the content of
third_party/android_tools/ndk/ is updated first. No need to rush for now. I'm
keeping this issue here until this is resolved.

This can be applied with the DEPS change to roll android_tools repo.

LGTM -- but please note that an external contributor is in the process of
upgrading this copy of Mesa, which is used only for testing, to 9.0.3. We may
need to make more changes after that.
