If a layout test is indeed the best way to test this, then a reftest should
still be possible. In other words, a
media/controls-repaint-for-network-change-expected.html that gets into the same
state but by loading an audio file or perhaps using MSE.

i've switched to reftest.  had to switch to audio, and restrict the width of the
element so that the time slider doesn't show up.  otherwise, the ref has a
slider thumb and while the test doesn't.
