Add README file for WebSockets directory.

Add README file for WebSockets directory.

Add a file explaining the two different WebSocket implementations
in this directory, and listing which files belong to which
implementation.

That's strange. I assume that the doc was public when it was shared with
chromium-dev in 2009. I have made it public and verified I can view it in an
Incognito tab now.
