Each one of these are 512 kB, so it's not so bad to increase this size; just
don't overdo it.

These buffers are basically placeholders for MFC buffers, so increasing
kGscInputBufferCount should not much affect performance.  The bottleneck is in
the MFC.

The revert of the tearing hack landed.  Try the peformance again without
increasing this buffer count.

After rebasing chrome and chrome OS source, the performance became better. I
don't know why. I reverted all the changes in this file.
