Expose MEDIA_STATISTICS stats to chrome://media-internals.

Introduce MEDIA_STATISTICS parameters, such as decodedVideoFrameCount and friends, to chrome://media-internals properties.

can you fix your CL description?

they should be formatted with proper capitalization, periods, etc..

there's also a typo: you're missing an "s" at the end of chrome://media-internal

also the BUG= fields go at the bottom
