Roll libvpx to 3db60c8

Ready for commit. Breakage is unrelated:
ios_dbg_simulator - flaky, apply_issue timed out
mac_asan - build passed! this is where it failed last time. flaky, browser_tests
timed out during setup
linux_rel_alt - flaky, interactive_ui_tests failed setting up the display.
browser_tests also failed to set up display. content_browsertests failed in the
network.
linux - compile warnings are in a different library. browser_test failure was in
password storage and unrelated.
linux_rel_precise32 - interactive_ui_tests timed out. unit_tests failed during
setup.
