- Re-enable NewOverflow on Windows for the most part
- Strengthen the compiler barrier on GCC compatible compilers

Yeah, I couldn't find how to do a proper compiler barrier on Visual Studio. I
found some evidence that they do support "volatile" though, so I have some hope
:)
