We're removing the often error-prone manual bindings with the JNI generator.

language and things seem to work but not sure if there are existing tests?

bulach: This is maybe more Java<->C++ then you'd typically like, but the
GetLocaleComponent calls in NewJavaLocale lead me to keep the structure as-is,
rather than passing in 6 params to the java function

binding.
