Disable content pack buttons.

The buttons currently provide no functionality so disable them for now.

We thought that it would be better to disable them as the hopefully the
functionality will soon be there and by keeping them in we get a better feel of
how the UI would look like in the end.

I disagree, but if that's what you guys (including PM/UX) want, then OK.
