Hide add new profile menu entry for managed users.
Currently only implemented for gtk and aura.

views LGTM, but you should probably add commentary in the header that
|separator_| and |add_profile_link_| can be NULL when the menu model doesn't
want the link shown.

I am not sure, when they will be removed. The ENABLE_MANAGED_USERS flag is set
automatically on all platforms except android and iOS, which we are currently
(i.e. in version 1) not planning to support as far as I know.

I just realized that there went something wrong when I uploaded the changelist,
so the base file is missing for avatar_menu_bubble_view.cc
Since the other files do not depend on it, I removed it from the changelist and
will upload it in a separate changelist again. I will add the comment that you
suggested.
