Make it easier to build new tools for Clang.

The update script can now be easily updated to build new Chrome-specific
clang tools. The intended use for this is to make it easier to write
tools based on LibTooling to do large-scale refactorings across the
entire Chrome codebase.

I wanted to port over some of my scoped_ptr<> helpers (they're built on top of
LibTooling already), and it's currently somewhat of a chore to add new things to
build. WDYT?

I'm not too thrilled about hardcoding the plugins test, but I can't really think
of any better options either.

The intended use is to be able to build things like
http://clang.llvm.org/docs/LibASTMatchersTutorial.html a bit more easily. I plan
on checking in a followup patch that demonstrates how to build a simple
LibTooling tool to do project-wide refactoring (current plan is a generic
demonstration of how to rename a class method). Anyone that wants to build off
it can just copy it to a new directory and build something interesting pretty
easily.
