Why do you use '%%' instead of '%'?

In cmd script(versus command line) you need to double up percent signs. So in
script %% becomes %, %%i becomes %i.

To make it clearer you could use "dart.bat" here.

It's actually dart.exe.
I don't have strong opinion on this, but do you still want to add .exe
extension?
