Adjust the wording for the HomepageLocation policy.

Previously, it stated that the policy value gets ignored, even if it
still shows up in the settings UI. Fix the wording to indicate that the
policy doesn't take effect.

I don't think the original wording was confusing, but then again I don't quite
understand what the bug is reporting. I've found surprising that setting the
HomepageLocation policy but not the HomepageIsNewTabPage policy makes the home
button still open the new tab page, because that's the default value for the
pref. The policy docs mention this though, so I think it's fine.
