Make names consistent in GpuMemoryManager

Make names consistent in GpuMemoryManager.

Prefer nonvisible to backgrounded, client to tab, 
nicetohave to nice_to_have, and allocation to budget.

This is just a renaming change, not substantial.

I was having trouble naming variables while I was working on

because the names were inconsistent, and eventually broke this off.

The google readability guidelines sadly have nothing to do with readability and
everything to do with blindly following rules made up by the original
programmers that started at google. :(
