Delete unused kDisableDesktopShortcuts switch.

I don't think we need to support such a switch because:
  1. Shortcut creation is already controlled by a checkbox in the UI.
  2. Profile creation should be sufficiently rare that it doesn't make
     sense to have a switch to control this.
