Adding a call to clear text composition on tap.

Adding a call to clear text composition on tap gestures and also changing
the places where the text updates get sent back to the browser.

UpdateTextInputState call that is removed from the willBeginCompositorFrame()
was getting called too frequently. It was causing updates while composition was
taking place in Android. Additionally, UpdateTextInputState is added to
SyncSelectionIfRequired to capture any changes in selection that were not caused
by software keyboard input.

Added resetInputMethod() to OnHandleInputEvent to confirm any existing
composition when single tap or long press occurs. This had to be called before
the gesture gets processed and the selection change itself occurs.

nona@ tried this patch on ChromeOS and it did not cause any issues (in
particular the bug crbug/120361 that added the UpdateTextInputState initially,
that was removed in this CL).

These changes will make updateTextInputState getting called much less
frequently. They will resolve quite a few ongoing issues we had on Android side
since upstreaming.
