Fix for downstream android webview

Fix for downstream android webview

Previously erros is struct sigcontext is not defined. Including the
header file now.

Downstream webview build uses a different ndk tool chain, so that's why upstream
bots did not catch the error.

I'll try linux clang bot and wait for compile success before landing.

You'll need to do a git try -r so that the try bot applies the patch to
something more recent than lkgr.

If you don't mind, include linux_rel_precise:compile as well.
