Disable ash tests on Windows that rely on multiple displays or display resizing

Disable ash tests on Windows that rely on multiple displays  or display resizing

Metro-style apps are specifically designed not to span multiple displays, so these tests don't make any sense (ref: http://blogs.msdn.com/b/b8/archive/2012/05/21/enhancing-windows-8-for-multiple-monitors.aspx) and fail running on win8.

The root is always full screen and the user control of it. This is assuming
we're only concerned about ash-on-metro.

WorkspaceWindowResizer is used for resizing windows controlled by the
workspace code. This includes browser windows. We shouldn't disable
these tests.

Thanks Scott.

I went through those tests, and disabled just 3 of them. Those ones rely on
having the windows collapse because the Display is set to a size smaller than
full screen (along with not EXPECTing that the size is changing on Windows).
