Add android findbugs to main builder / main trybot

- this will stick these tests on CQ. But I will try to rewrite
  them as a presubmit test next week.

Does the presubmit test run locally? If so, it might suitable to put findbugs in
it.

- It took a little bit of time for findbugs to check all classes.

- It needs the locally classes files to be update, it confuses people if the
classes file are old.
