Reland - ash: Add test for maximized app window frame switching

When app windows are maximized the normal window frame is replaced with a
special AppNonClientFrameViewAura. This adds a test for frame replacement
on maximize, restore and minimize.

too bad we can't catch the crash with this one though (I even ran it under ASAN)
but it sounds like mukai has a good lead on the fix for bug 155634
