Thank you.  It is fixed by your suggestion.  I made sure that it now works for
make and other 'generator_supports_multiple_toolsets = True' generators.

Could you take an OWNER look at this one-line change?  The gyp was not working
for GYP_GENERATORS='make'.  This change fixes it.

This LGTM (and not just because I suggested it :-p)

Jim: The context of this change is related to cross-compilation. In
cross-compilation systems, we distinguish between 'host' (eg: buildhost) and
'target' (that which it is being compiled for). There are some tools we have
that need to be built and execute on the host machine, which then are used to
generate or build files for the target machine (examples: protoc, some of the V8
build tools).

Dai's tool only cares about builds for the 'target' architecture (instrumenting
protoc == silly), but due to some GYP requirements on dependency graphs, some of
the necessary flags must be included for 'host' architectures as well. This
change just makes sure that the flags needed to turn on/off the tool are linked
in appropriately, but does not actually cause the tool to be compiled or used in
'host' tools.
