Adding the implementation of the StreamTextureFactoryImpl for android

This should allow embedded video to work properly

the shared context is exposed from WebKit.  Specifically it's
WebView::sharedGraphicsContext3D().  could you use that instead of making a new
one? it's used for canvas 2d so i expect it to be commonly already created on
android
