Ensure WebKit is initialized in the case Loaded IPC arrives before UpdateUserScripts

minimal fix for crbug/150695

TEST=Race condition reproduced and verified code path with trace output

This one-line fix seems happy -- I've run a build with trace output to verify
that initializing down this code path works correctly when the race occurs.

Since this is a crasher, should we request a merge into m23?

And, there's now 3 places under renderer that call EnsureWebKitInitialized:

 ./extensions/dispatcher.cc:497:   
RenderThread::Get()->EnsureWebKitInitialized();
 ./extensions/user_script_slave.cc:199: 
RenderThread::Get()->EnsureWebKitInitialized();
 ./chrome_render_process_observer.cc:322: 
RenderThread::Get()->EnsureWebKitInitialized();

Maybe not enough for a refactor bug.

This seems like a good patch to merge into to prevent the crashers. As for a
more robust way to prevent bugs like this occurring again... might be worth
looking into.
