for FYI:

maruel: we'll enable this to see how well the current try bots work, we think it
should be fine.  if that's the case, we plan to enable this on the CQ and make
these tree closers soon after.

jam: these bots are being enabled in default try runs but not the CQ.  that's
because the bots don't yet close the main tree.  we want to verify the system
will work properly with this config first, and soon after we'll get data on how
to proceed.
