Is it necessary to do this here?
I think ScreenPositionController does reparenting in Widget::SetBounds if bounds
on another root window is set in screen coordinates.

Seems transient window like CandidateWindow does not move RootWindow by
ScreenPositionController::SetBounds.

Sorry, I misunderstand the root of problem.
The root of this cause is boundary fitting logic always use primary display. So
I changed to use the display which has current cursor pointer.
