I don't know much about how xtb files are supposed to be edited, so I'll let
jam@ take a look, but I am concerned that we're flipping on too many things
here. <style scoped> is a separate feature that hasn't been finished yet. It's
true that we use some of its machinery, but we actually don't need any of the
web-exposed functionality. I think we should go back to WebKit side and move
compile flags around to ensure that the ENABLE(STYLE_SCOPED) only applies to
web-exposed functionality. WDYT?

Considering that
- scoped stylesheet standard is relatively stable (it has been a part of HTML5)
- The feature is relatively small
- Shadow DOM is best tested with style scoped rather than without it

I think we are fine to ship it as well.
