sync: add Google API Key to all ClientToServerMessages

sync: add Google API Key to all ClientToServerMessages.

Also move setting of "must have" sync fields to PostClientToServerMessage (from DownloadUpdatesCommand & BuildCommitCommand).

Needed for M23 branch.
