app_list: Make min page switcher button width and spacing smaller.

app_list: Make min page switcher button width and spacing smaller.

- Change min button width from 44px to 28px;
- Change min button spacing from 18px to 4px;

Also add a 20px padding on left and right so that buttons are aligned with app
tiles instead of stretching all the way to the edges.

BUG=none.
TEST=Verify the UI could hold up to 11 page switcher buttons.
