Add a histogram to track deletes on synced search engines.

We track three sources: Actual user-initiated deletes, pre-sync deletes (initiated by prepopulate merge code), and cleanup deletes (on entries with empty fields).

Once this hits Dev or so, we'll have a good idea of whether or not we can get
rid of the cleanup-deletes. This will also give us an idea of often
presyncdeletes occur now. Finally, just out of interest, we'll get an idea of
how often users delete search engines by themselves.

I think that this enables us to learn things we can't learn from the server
side, because it's a little difficult (as we've learned) to reason what occurs
as a result of the system, or a result of a user action.
