Our convention is to add a Browser Components team member to each component's
OWNERS temporarily, to facilitate quickly making small changes (such as renaming
headers), where review delays could otherwise result in lots of re-syncing and
merging, etc.

If you are OK with this, I will continue to consult you for non-trivial changes.

Removed OWNERS from this CL.

This is something we felt would help optimize things but I don't mind using the
TBR route for now. Joi might chime in with his rationale for the OWNERS changes.

The intent with adding ourselves to OWNERS files was that we could do "safe
refactoring" changes without needing to wait for OWNERS.  Changes that modify
interfaces or behavior would still go to OWNERS.

If you're fine with TBRs for such changes, that's just as good for us.
