Fix valgrind-reported leak by creating an IO thread.

URLRequestContextGetter requires an IO thread to free itself, so create a fake
thread.

There's no suppression. I have valgrind tryjobs out and will land once they
clear.

BTW, this test does not run on chromeos, but I've still sent a tryjob to
linux_chromeos_valgrind since I have to wait for the other valgrind bots anyway.
