The test H264BitReaderTest::ReadStreamWithoutEscapeAndTrailingZeroBytes in
h264_parser_unittest was failing and it's now passing.

chromium process is to have checked-in tests always passing.
I guess we didn't know this was failing b/c it's in a standalone test binary
that isn't run on the bots.
