CPM Refactor and Cleanup

CPM Refactor and Cleanup

Refactor CPM events to have a single JSON event for all extension-related
events; change EVENT_UNLOAD to EVENT_DISABLE (easier to understand, inline with
EVENT_ENABLE); clean up PerformanceMonitor::Observe.
