Add CSS exclusions command-line switch
Connects a command-line switch to the exclusions WebRuntimeFeature methods added for https://bugs.webkit.org/show_bug.cgi?id=91420

Now that work is progressing on exclusions
(https://bugs.webkit.org/show_bug.cgi?id=89256), I'd like to make it more
accessible via a command-line switch.

The switch is similar to that added for gamepad and shadowdom.
