Moving font_settings extensions API to api/
and putting the classes into extensions namespace.

I moved the "namespace extension {" to where you suggest. This actually appears
to be enforced by the Google style guide
[http://google-styleguide.googlecode.com/svn/trunk/cppguide.xml#Namespaces]
(Chromium style guide does not care).
