Use isDiscoveryInNTPEnabled flag instead of isSuggestionsPageEnabled flag to control suggestions

The isSuggestionsPageEnabled flag will be deprecated/be reassigned to suggestions coming from user history.

a couple comments.

1. If you would like a review, you should press publish and mail comments. I
assume you would like a review but were unaware of this step, so I'll start

2. The CL description needs to have a short description on the first line that
gives context (e.g. [NTP] Use XXX flag instead of YYY flag to control
suggestions) and then the rest of the information that you think is important
(the part about deprecation) after a couple of newlines.
