Stubs for cc directory

This is just enough to enable adding gyp variables and DEPS entries
in WebKit for cc. The rest of the code will come later on.

This is enough for gclient to not completely barf on
https://bugs.webkit.org/show_bug.cgi?id=93165 - specifically the svn location
has to exist in order to add "cc" to DEPS and a .gyp file has to be there for
gyp to be able to process the gyp variable.

I mentioned this to beng as well since this is a new top-level directory.  He's
also fine with the name.  Please make sure to keep the README file up-to-date as
code starts landing here.
