[Chromoting] Add a host domain policy to the PolicyWatcher.

Follow-up CLs will make the host respect this policy, and will let Windows
and Mac builds read this string-valued policy.

I've put the names of string-valued policies in a separate list, rather than
having one list of names and types.

I think it's more lightweight and readable this way, but I'll listen if you
disagree.
