Remove the deprecated PeerConnection that uses the ROAP protocol.

Remove the deprecated PeerConnection supporting the ROAP protocol.
Note that JSEP 00 is still supported and we are adding support for JSEP01.


TEST= Run content unit tests and  ./chrome/test/functional/webrtc_call.py

apprtc.appspot.com is also a nice page to try out. Start chrome with the enable-peer-connection flag.

Hej
Can you help me review this cl where we remove all files related to the
deprecated ROAP version of PeerConnection? 

We are keeping a version we call JSEP 00 and will soon add a new version called
JSEP 01.

A note on the cl description - if there's no bug that the the cl is meant for,
remove the "BUG=" line, there's no point in having only "BUG=".  When filling in
the 'TEST=' details, try to write it so that a tester can read it and know what
to do.  "unit tests" doesn't say much, please specify which unit tests need to
be run (including which test host), same for pyautotests, which suite etc.
