Changed FirstPotentialDefaultEngine histogram to log whether or not we are syncing function is called by FindNewDSP outside of a current sync cycle.

Hey Nick,

Extending this histogram to track if we're syncing at all or not when we know
we're not in a sync cycle (see code).

We've figured out that the defensive reaction to ACTION_DELETEs on the default
search provider is preventing sync cycles from calling FindFirstPotentialEngine,
but it still seems to be called by a number of clients when not in a sync cycle.
This extended metric will tell us if it's really just Sync that is causing this,
or if there is some non-sync related cause (such as malware or some other bug).

Note that I append the stats to the end of the histogram rather than after
FIRST_POTENTIAL_CALLSITE_FIND_NEW_DSP_PROCESSING_SYNC_CHANGES so that old
clients can still interpreted correctly on the histograms dashboard.
