Get base_unittests closer to compiling for iOS

MessageLoop still needs to be brought on line in order for this to link, but it's much closer to working.

This assumes some of my other in-flight CLs have landed, but since the target
currently doesn't build at all on iOS the ordering isn't really important.

I'm assuming this is below Mark's threshold for being worth a real OWNERS
review; if you think otherwise let me know.

Because that's the step that filename_rules is implemented in, and it applies
after the basic target stuff. So if we don't do it here, then it'll get added
first (a no-op), and then removed by filename_rules.
