Enable CSS grid layout in test_shell to ease development.

It's off by default because it's nowhere close to ready for developer use,
but this will make it easier to develop.

We could do something similar for content_shell if needed.

LGTM

This is kinda wonky. I wish we had an easy way to modify settings without
modifying the C++ code (e.g. with a plain-text file in the output directory). In
that imaginary world, we could also make DRT respect those settings.

How is a plain text file better?  I guess we could make a command line flag for
only test_shell/content_shell if you wanted to avoid recompiling.  DRT already
has layoutTestController.overridePreference to toggle at runtime.
