Remove NTP4 intro bubble

TEST=Launch chrome and open NTP page, verify that intro bubble is never shown.

This Cl removes all code related to NTP4 intro bubble. 

@achuith, I am not sure if your work on promotion bubble for M21 has any
dependency on the NTP4 intro bubble which I removed in this CL. I assume not,
please let me know if this is not the case.
